Yes! Instagram2go allows you to use Instagram for PC completely free of charge. Originally made it for ourselves, realized it's awesome, and decided that everyone should enjoy it!

Instagram2go utilizes Instagram Web services, and allows you to enjoy Instagram for PC, directly from your desktop, as a standalone application.
